John Dowling Director Regulatory Issues
John Dowling has worked in the public utility and energy industries since 1970. Prior to joining Luthin Associates in May of 1999, he was a senior engineer with the New York State Department of Public Service. He has led staff negotiation teams and presented expert testimony before the Public Service Commission. His areas of expertise include rate design, facilities citing, property valuation and utility construction programs. Mr. Dowling serves as a lead negotiator in all rate settlement proceedings. He is an expert in rate impact, cost of service studies and depreciation. He conducts Co-generation feasibility analysis and is an expert at navigating between public agencies and private corporations in regards to resolving disputes. Mr. Dowling has a Bachelor of Science degree in Mechanical Engineering from Polytechnic University.
